It looks to me like it says:
Don't go retail with Touhou.
Don't turn Touhou into a franchise of smut.
Don't make a Touhou animation as your college animation project.
Do not sell or distribute Touhou in a soft copy (downloadable pc or console) format.
Do not associate Touhou with your social positions.

It seems completely reasonable to me.
It looks exactly the same as it has always been as far as ZUN wanting Touhou to be something shared in person/hard copy, excluding a stronger position against sexual material. And let's face it, ero artists outproduce ZUN by a large margin. At this point you're likely to encounter Touhou through some sexual derivative than any original material.

He's basically doing this so he can claim he's not "approving" things that can eventually lead to trouble. He's not actively going to enforce it, he just wants an excuse to be able to say he's not involved in any potentially illegal activity.

Actually what it really seems like it is is that he's trying to restrict fanon stuff from Touhou and trying to reduce the incidence of secondaries. The idea of Touhou being mostly secondaries who don't play the actual games, but play fan made games or are into Touhou mostly for the ero doujin, appears to be ZUN's mortal enemy, and he's doing everything he possibly can to prevent that.
