I admit I hold a lot of distaste for people who claim she isn't one, and I'm led to believe many feel the same way. This is a dislike of a certain part of her fandom, not the character itself, though, please don't misinterpret it as the latter.

I believe a better metric of popularity is the amount of fanart, and pixiv statistics unambiguously show Cirno's dominance in that department.

That's because stage 1-3 characters are usually morons.

Marisa and Reimu are always givens, but Sanae, Sakuya, Flan and Remy have all been at #3 or #2 at some point in time.

Although, going off that Danbooru contest it seems like Okuu is the most popular at the moment. She also seems to be the most popular on futaba. It's no surprise really, it is almost impossible to not like her in some respect, other than to be a hipster and hate her because she's popular.

Actually, I must retract that, I forgot the number in the "popular tags" list and in actual search results is different.

Marisa beats Reimu by ~400 pictures and Cirno by over 3000. I don't think anyone else comes even remotely close.

You can't base someone's exact popularity based on the numbers of pictures they have on a free-for-all art submission site, you can give a general overview but you can't be sure of it. There's many factors, like for example, one artist having favoiritism for a single character and said artist having hundreds of pictures, good quality or not.

That's why these polls are made.

Reimu is a bitch, but she's also the main character of the series since the beginning and has a very beautiful and distinctive visual design.

Marisa also gets main character pop, Aya gets some due to being the main character in the photo games. Final bosses and ex bosses usually do. The odd one out is Alice, who holds no special "rank" but is very popular for some reason (I think she came second in the western TH popularity poll, the first was Reimu).

Sakuya and the IN rabbits are pretty popular too I guess.

When the number of pictures is close to a million, yes, you can. Law of large numbers comes into play, not only a single person would be unable to skew the results, the number of artists dedicated to single character itself starts being a good statistical reference.

Going to gelbooru and seeing Reimu/Marisa have over Thirty five THOUSAND pictures each makes me feel kinda sad for other titles.

It's insane, I'm half tempted to believe that some specifically made machine churns out Touhou fanart daily.

Actually, people consider her as a parody of the typical knight-hero/magical-girl hero character who bravely saves the day with determination. While Reimu is just a lazy girl with zero earnings that solves incidents for annoyance's sake. They also like her easygoing-ness, which can be reflected in the nature of her solo pictures.
