According to the books every human from the outside world that gets into Gensokyo (by accident or not) arrives at the forest and either gets eaten by the youkai or run like fuck and meet Reimu, who then does some Hakurei juju to open the gate that conects her shrine to the outside world's shrine and the guy (it's always a guy) leaves.

As far as I know its not really described at all as to where Yukari resides, so I suppose people get the idea that she just lives in some special yukarilandland since powerful youkai seem to like creating their own worlds, it is thought that its on Gensokyo's border since she goes between both worlds and has said that outside humans float through her house sometimes.
