I'm curious if anyone can shed some light on a part of Japanese high school that I've always wondered about: the seemingly numerous and substantial duties of the student council, and particularly of the president of the council, as well as class presidents. In anime, they're always depicted as at least holding some degree of respect for the students, as role models and academic paragons; and although I'm not so gullible as to believe that anime is an accurate portrayal of Japanese society, I don't think it would be too much of a stretch to believe that something so common across all anime is to some degree true. In American high school, it always seemed as though student governments were useless and simply popularity contests; what little duties they had were not at all truly useful to the school (primarily idiotic things used to boost 'school spirit') and they held zero power. Being president of a class was not especially impressive and often people with poor academics held positions in the student government.

In contrast, Japanese high school is portrayed as a place where the student council members have to uphold high academic standards and do indeed wield both influence and respect. Certainly I don't expect them to have any sort of far-reaching power, but how true is this portrayal of them as high-scoring, intelligent people looked up to by the rest of the class? Class presidents as well seem to be always portrayed as the most studious.

It's a shame that American high school culture de-emphasizes academics so much. I certainly don't envy Japanese high schoolers' lives, but I have to admit, the respect given to the highest scoring students has always been something that's both interested and impressed me and I'm interested in knowing if this is really true or not.

I distinctly remember a scene in one anime (I can't recall which, I believe it might have been Toradora but I'm not sure--perhaps Shakugan no Shana?) where a student humbly bowed and requested tutoring from someone. That scene was quite striking.
