After some long talks with the developer of FlockMod it seems I've ironed out how to ban, kick, and control the trolls as well as set user permissions.

I can't speak for Japanese art style or exaggerated cartoon faces, but for practically everything else, being able to draw is all about being able to see.
To draw well all that is required is that you overcome the preconceptions you have about how things are "supposed" to look, and instead see them as they really are (in other words, see every object objectively).
Getting used to a tablet is part of it, since there is no tactile feedback. But maybe 5% of what went wrong will be in your hand. The rest is all in your head.
