The only thing that can be pointed out to show that Nue is not other Touhous is the fact that she has been defeated by humans many times. So technically speaking, unbeatable touhous (Shikieki) cannot simply be Nue's impersonation.

What about those official mangas that have pictures with multiple Touhous in one frame? I don't believe that Nue has the power to duplicate herself.

Wasn't she sealed underground until shortly before the events of UFO?

Mimicing someone does not give her their powers, only the illusion of their powers. It'd appear like she was multiple people, but she wouldn't actually BE all those characters.

And beside, in a game where even the bullets shoots bullets, it doesn't matter she only looks like she duplicated and pretends to have a hitbox, she can still play danmaku normally.
