The key to that picture is that they aren't US soldiers. Look at their uniforms, they aren't issue, they are one of the "fake" remakes of them that airsofters like to buy. All American army uniforms are made to the same standard with the same pockets in the same places, etc, and the same colors, which these remakes have slight different colors. Also, they have their patches wrong, which is a pretty big giveaway.

But yes, these are Japanese military otaku who are doing airsoft, and they met Cirno in the street.
