It's entirely possible for Shirou to have descended from long-since forgotten magi/magi who have abandoned their art, or magically powerful humans who never learned of their latent circuits.

More circuits =/= more capacity/power. Circuits have quality. Shirou has a lot, but it's doubtful they're all that good to begin with. Tits in jeans has one, but it has incredible quality.

Well, if ufotable is doing it, then it might just be that ufotable is doing both. If not, though, then... I dunno, J.C. Staff? Their Tsukihime anime may be nonexistent, but they do seem to excel at comedy (see: Azumanga Daioh, Potemayo, etc.).
