The funny thing is, while the obvious Cirno=The Fool joke has been driven into the ground as much as Sakuya=The World, it actually is a perfect fit!

Cirno is both he Beginning and Ultimate for The Fool Arcana, because like the Orpheus/Orpheus Telos, she represents nothingness and potential. Her inability to accept her place at the bottom of the food chain allowed her increase in competency through danmaku experience, and after many failures her determination eventually let her compete with the mostly stage 5+ bosses of the fighting games and even star in her own game and putting a serious fight against a main character. The whole "strongest" thing starts ceasing to be an absolute joke. Cirno is really fitting as the highlight of the Fool Arcana.

What would her ultimate version be called? What changes should be made to her appearance?

Well, that's what they tend to do in Persona games, both 3 and 4. Persona's 3 starting The Fool was Orpheus, lv 1, but the ultimate was also its upgraded form Orpheus Telos, lv 90. Similarly, Persona 4 had the main character's beginning persona Izunagi upgrade to Izunagi-no-Okami and kill the true final boss in a single blow. Both times there were some minimal changes to appearance including coloring.

What kind of tacked on thing to the name would be most fitting for Cirno?

I've always wondered what troubles Keine suffers vis a vis relating with other humans. Perfect Memento in Strict Sense said something about her were-hakutaku status being an "acquired characteristic," so presumably she was born fully-human. Wonder if there's any men in the village willing to approach her, knowing full well she could go EX on them on full moons.

Wonder how that'd fuck with her- being born normal, then having all chances of normal relationships with her community stripped away. Especially poignant because she's one of the few touhous to actually live in the village.
