I'd argue the same is perfectly true with Index. While I only watched the anime, I do imagine that the abilities and magic present in the series are just people modelling/altering physical reality with their minds, if the reality itself is not shaped by their minds (unlike our reality which has a physical basis independent of our minds and our minds are mere reflections of physical state). While most espers in Index just alter/shape reality to suit them, Touma's power is to revert reality to its basic/true state.
At least, that's how I understand Raildex.
