Although really the terrible art is actually a very important part of why Touhou is so popular.. everyone wants to go draw the character themselves (and much better than ZUN) and in this way the fan community shapes out some of the details and can even change the character's appearance/mannerisms over time.

Like for example Yukari was never drawn with tits by ZUN, in fact she was pretty flat. However, after years and years of fans drawing her with a fucking huge chest (probably the largest of all Touhous), it's basically become canon now. Or rather, ZUN doesn't give a fuck enough to correct anyone on it.

ZUN has never drawn any character with tits, your point is invalid on that fact alone.

Also, that's not how Touhou canon works. Touhou's canon either encompasses all possible interpretations of the character or, alternatively, only covers a few defining characteristic - both interpretations leave the artists with pretty much infinite freedom to shape the characters (as long as they stay themselves).

As for Yukari, Hirasawa's version isn't particularly well-endowed (especially compared to, say, Eirin). Aki Eda draws her with breast smaller than Ran's (and the bigger travesty there is Ran having tits in the first place). She's flat in CoLA, barely has any tits in the fighters, and a perfectly normal-sized ones in GoM and PMiSS. They're never "fucking huge", period.
