FSN is just fucking random in that regard. There are barely any decent masters. Literally no decent male masters (one is inexperienced, the other has no magic circuit, the other isn't a magus.) other than Kotomine, who was considered a huge loser in the last war, but he still pretty much kicked everyones ass. The females are generically better in FSN (rin as a magus, illya as a mana powerhouse, whom fully controls a monster like berserker, saber as the strongest servant.). If you look at Fate/Zero, the masters in that way were waaaaay better than the ones in FSN. Compared to Fate/Zero, FSN was pussy shit.

Well, it's not fair, concerning the masters.

Kiritsugu instead of Shirou, Tohkioka instead of Rin (summon motherfucking Gilgamesh)), Kariya instead of Shinji (Black Knight who makes SN berserker look like a wuss), Kotomine, Psycho assassin who wants death instead of apathetic Souichiro (though Kuzuki can kick some ass), and then you have Waver and Lord Elloi.

You have inexperienced kids and non magicians against seasoned ones for the most part.

The entirity of the 5th grail war was one big clusterfuck from start to finish. You had PIME TARADOXES, 8 servants (9 if you count Avenger from F/H Atraxia) one servant killing her own master, and then summoning ANOTHER servant, the Referee himself started interfereing, and to top it off the prize itself actually took part, with a ridiculously dangerous servant to control to boot.
I mean shit, if Iiyla had gotten ganked by someone who DIDN'T know she was the grail, then the whole thing would have been pointless.

Partially bad luck, partially Kiritsu dicking about not doing his job.
Kiritsu killed any magus who looked partway competant just to make sure that he could swoop in and use the grail.
The fact that he only did this once is a testament to his contempt for that years contestants. (presumably he didn't consider Rin a threat because he knew her reasonably well.)

That and the Einzberns are fucking inbred retards. That plays a part as well.
