Offcorse this has its limitation she can't see the fate of gods yamas shinigamis and Reimu(do to her HAX ability).
And in certain situasions changeing fate will do her no good for example if Remi were to go against say Yuka no matter which line she chooses it will end in her defeat because Yuka has such mind numbing raw power that every variation of fate would end in Remi getting vaporized.

Sounds like temporal dilation. In essence, it's making time move at different speeds in different locations. It makes more sense if you consider time to not be an absolute. The interesting thing here is that it can't actually cause change to past or future events, it can only affect how quickly the present moves.

The key is the edge of the ability's area. It's the difference in the speed of time that causes the effect- spread it too widely, and it appears to cease having any effect at all because everything in the area is affected in the same way. It could actually be used to provide yet another layer of protection for Gensokyo, by "speeding up" time inside the barrier. At a high difference in time speeds, anyone trying to pass the time speed transition would watch the arm they stuck through it die, rot, and fall off in seconds. Alternately, they could effectively get 'stuck' as the change in speed makes their arm apparently freeze in place. It's still moving as normal, it's just that normal is that much slower on the other side.

And contrary to the pic, it's NOT time travel. There's no reverse, just different gears for forward.

Reimu and EXKeine are their own Tier, above Tier 5.
Marisa should be Tier 4.
Cirno, Mystia, Wriggle and Rumia are an offshoot of Tier1 (Tier ⑨), because they are slightly more powerful than the rest of Tier 1, but not as much as Tier 2.

Going back some 1200+ years into forgotten history is definitely going to be hard, if not impossible.

She would, by logic, need to know the history before she can change it. You can't just write "oh and then she lost her powers" when you manipulate history, because history is limited by reality. So to remove Yukari's powers you'd have to go back and read, then rewrite her history at the point where she got them.

Meanwhile Yukari can just think the moon to go away and then she loses her EX powers, that's if she can't just think her Hakutaku part away.

But then again they'd never fight like that because they both love Gensokyo.

Ok, weak ones: break the rules and Reimu or Ran will kill you.

Powerful ones: have generally taken refuge in Gensokyo because the outside world is uncomfortable, or downright uninhabitable. As such, causing too much damage to Gensokyo while fighting is a bad thing. Better contain oneself with the spellcard rules. Also, loosing y the rules probably hurts a lot less than breaking them and then loosing anyway.

Also, by merit of having created the damn place, Yukari probably prefers if people didn't risk it's very existence with their fighting (even if she could just recreate it from nothing, it's probably enough of a bother to get her grumpy). As such, breaking the rules would carry with it the risk of your opponent (who's probably quite something, you don't break the rules for a lvl 1 midboss) suddenly being reinforced by at the very least Ran 8suped up to Phantasm level), and quite possibly ex-Chen and even Yukari herself (heck, if you're really out of luck, a rather pissed Yuyuko might turn up as well). Powerlevel discussions be damned, but having that bunch hit you from behind can't be a good thing, especially since defeating them might be an even quicker way of undoing the Great barrier than shanking the current Hakurei.
