No, civilians can own no firearms. The only people with guns are the cops and the military. Even the black market there is very sparse, and has nothing. The United States was extremely thorough when they completely confiscated every firearm in the country during the occupation period after WWII. The laws put in place at the same time prevented any resurgence in firearms, and Japanese today don't remember what it was like to have them. So crimes are committed with things like knives a lot instead, and women are raped and unable to protect themselves.
