Keep in mind a lot of them also have abilities innate to their species, whether they display and use them or not.
For example, as a yousei Cirno should have the ability to raise the dead to do her bidding in addition to her command over cold.

Come to think of it Cirno has an awfully complex power since you can't really control *cold*, just the transmission and absence of heat. Recall it was theorised in the past that Cirno's ability works akin to a black hole, or even more fantastically enabling her to control heat on the level of individual elemental particles.

All very simplified and not particularly scientifically correct, of course.

While this may be possible, their competence also helps in how their powers are used. As Cirno is -usually a stage 2 boss- all she can do is manipulate cold. If she were a final or EX boss, then she'd have much more control over this ability, and perhaps be able to control the dead as well.
