Strictly adhering to realistic proportions is not necessary in character illustrations, adjusting things to accentuate particular traits is a long used practice, as long as you adhere to few general golden rules, which this picture does much better than most.
And before you play that card, no, it's not only acceptable in anime-style art, it's widely used in western illustration as well.
