What are the practical uses of having a fusion plant in Gensokyo anyways? Seriously there is practically nothing in Gensokyo that runs on electricity besides the stuff in Kourin's store and I can't imagine the Tengu and Kappa having developed much stuff that needs it since they're wasn't anything producing electricity before. In fact the only ones this will really benefit right now are the Moriyas since they might've brought some stuff out of the real world into Gensokyo.

The Hakurei shrine concerns itself with Gensokyo on a grand scale, and that's all. Reimu will go out and stop the super-powered Youkai threatening to tear down the border or something, but she nor the Hakurei god will help you out with your crops or anything.
