Saten was a great character, undoubtedly the best in the show (at least from the four main girls). Again, she was the only one of the four to go through a personal conflict and receive significant development.

Never seen Saki, but I feel safe assuming Koromo is just an "UGUU I'M CUTE? HEY LOOK I'M CUTE"-type from beginning to end.

This is why modern anime is absolute shit and why I can't enjoy a not-completely-shallow character like Saten on a board such as /a/.

Saimoe is heavily biased, full of proxies, and it looks entirely different from year to year.
For an example, Fate managed to come pretty far this "season". The last time she did good was when her actual series aired, then she was more or less forgotten and only scored sub par results in these competitions, but now there were recently this new movie adaptation after all these years, and all of a sudden she got placed in the top again.

We could say that she have always been in the top because she managed to place there once before, but then again she was more or less forgotten years after that, all the time until this new movie.

Each saimoe is only a new fad, be it whatever company and title there is. If it's hyped, it can score good once, and then it lies in the past forever unless someone digs it up.

Don't fool yourself, Saten might do decent next time, but she isn't in the Index season, but her result will be sub-par compared to this time, and the next season she will score really bad compared to now if they don't make a railgun s2 or something.

It's all just about fads, and there are proxies and mindless personal armies everywhere.
I abandoned these popularity contests long ago (mind you that it's not a competition of moe, it never was, it's just a popularity contest, using "moe" for publicity.)

This time Saten lost, but don't delude yourself into beliving that she didn't get massive proxy votes, just like the opposite side.
Then there is the personal army aspect, where people rally people who otherwise wouldn't even care, into voting anyway. And yet again, this applies to both sides.

It started out as aderivative term of moeru, and was at first simply things that turned people on, but it has since then gotten a much more overall generic usage, so it's not simply sexual anymore even though sex can be a factor.

The only good thing about Railgun from a storytelling perspective was actually how they handled Saten's character development.

The way she introduced herself as level 0, already hinted at the fact that she cared more about her level than she claimed, and the downward spiral throughout the following episodes being confronted with her powerlessness again and again to her complete breakdown was actually done at quite a believable pace.

The other characters remained rather bland in comparison. Kuroko was only a comedic-relief/fanservice character, Misaka, even though I liked her in Index, was incredibly bland and at used like a mary-sueish plot-device rather than being treated like a proper character, and Uiharu, while definitely more interesting than the other two, wasn't explored to a similar degree either.

Not mad bro, btw. I've enjoyed watching Saki as well, and I like Koromo. I just prefer Saten.

Their whole getting together and doing stuff with higher level people, had it's turn on Saten, but likewise it was something Uiharu sensed, that's why she talked to her about it, trying to comfort her.

You get to see how Uiharu was like back in the day, and how she have grown to consider what she can and cannot do and how she can grow to do more of what she can do in order to be able to do more of what she couldn't do more in the past.
But then Saten loses it, and goes offline for an amount of the story's time, a time while Saten doesn't do anything.
Meanwhile, Uiharu goes through a mental conflict of how she could have let Saten's mistake slip through, failing to save her pro-actively, then instead focusing her all on trying to set things right for her by focusing on work, by doing more than before. But such things aren't allowed to go easily, and people react to her change and her overworking herself, to the point when things starts to interfere.
At which point Uiharu's story's moves towards it's climax and while she adapt to the situation and how to proceed doing something for what she deems she have to, and from there on things happen.
Meanwhile Saten is out of the story, and when she wakes up, everyone's (and Uiharu's) struggles make her realize how she was wrong with things, people gets kidnapped, she grabs a baseball bat and saves everyone.

But Saten's story served as the trigger for everyone elses stories, and foremost Uiharu's. Then their struggle's served as what resolved Saten's, while Saten didn't do much of anything other than realizing that what had been going on after she woke up.

But it was foremost what everyone else did while she did nothing, who changed her.
And everyone changed in various degrees while she was out of it.

And in the end, Saten just went down quick because she couldn't find comfort in what people told her when they tried to prevent something like it from happening, and then she went up just as quick and it was all resolved by everyone setting her straight by repeating things, and showing her what she had missed, and how people had gone out of their ways meanwhile.

And yes, she did swing the bat, the post even says she did.
But so what? Everyone did things to help out, both early and late in the story. This isn't really different other than how the situation might have been a bit more dangerous.

If it wasn't for how Saten started to get spammed on /a/, and later on /jp/ even though no one cared about her and even though the spam was despised, then I most likely wouldn't care as much.

But the spam predates all this "character developement" thing and the "only special character" stuff. Back then barely anyone did care at all, but the spam never ended.

And now, Saten have been spammed ever since sometime around december and januari, on /jp/ that is of all places.
