Rough sketch
Ignoring distance and spacing has its good points but also creates some difficulties, and I think it's good to draw 2-3 patterns and choose between them.
By the way, if this is going to be a cover, you should consider where to put the title from the start.

Line drawing
Draw the characters separately, it's essential to draw the covered portions too; I suggest doing this digitally. Decide on the characters' sizes and positions at this step.

Separating the characters and coloring the undercoat
The layered line images are hard to see. So for now, let's apply an undercoat and position the layers. Use a distinctive color for the background, then balance the characters' placement and the overall composition so everything is visible.

Rough coloring
After deciding how to position the line art, begin coloring. First, to set the general atmosphere, color everything roughly.
At this step, you can omit details, but since it's drawn sloppily, I strongly advise against having confidence in it as a finished product. (Not sure on this translation.)

1 Draw a rough sketch

Drawings where you can ignore perspective and space are good.
By the way there are some difficult parts, I think it's best to choose to draw 2~3 Bataans. [What the hell is バターン supposed to mean?]
Incidentally, this is going to be a front cover, so the place where the title goes is marked from the start.

2 Draw line art

Draw each character separately. You must draw even the hidden parts, so it's recommended to draw digitally.  In this step, adjust character placement and size.

3 Distinguish each character with an undercoating

5 Draw details

But the two in the far back are completely backlit, so their pallets are a deeper blue than the other characters.

7 Draw the background
Use some subject matter. It's best to adjust the entire color balance.
The night sky isn't a perfect gradient, adjust depth so the characters stand out.

8 Adjust

Lower the saturation of the fundamental characters in the back and make them blue by adjusting the color balance.
Then make moonlight show through hair, and Shion's (right middle) thread.

9 Apply effects
No real rules here, just do anything you want to make get a good result. This time was like the following.

Without paying attention to the overall feeling, color in the same way as before. But to properly backlight the two in the back, make their palette a deeper blue than the other characters.

Draw the background
Arrange the color balance to suit the overall picture. Don't use a gradient to fill in the sky. Arrange the depth of color in a way that makes the characters stand out.

Adjusting
Basically, reduce the color saturation and make the color balance blue for characters in the back. After that, make the moonlight shine through hair and Sion's string.

Add effects
There are no rules, you should experiment and figure out what gives the best results. This time I used this.
Copy everything and set the opacity of the gradation to 20%
Copy this and overlay it
Make the middle more vivid and [color on a whim?]
Color balance. Make bright colors bluer and dark colors redder.
Set the flower petal opacity to 90%.
The character in front
Reduce the color saturation of the character in front.

It's complete.
