Due to some shit Infel uploaded herself into the Infel Phira. Combined with the fact that all I.P.D.s have lower Cosmosphere levels and no mind guardians, you have Infel wandering around the I.P.D.'s mind (Cloche in this case).

Infel is Infel Phira's creator and first admin, when the first Metafalica failed and Nenesha died she ended up turning the thing into a weapon, and in her lesbo rage she fired it at Sol Marta, a VERY VERY VERY stupid thing to do for a number of reasons.
She then kept working on a way to get her revenge and eventually she transfered herself into the binary field of Infel Phira ( see Mule ), her data is scattered like fragmented sectors all over the place so the result is that she's everywhere at the same time, in way she is Infel Phira and even has some control over it, though it's not absolute.
That's the reason why Infel can go inside and outside of Cloche's cosmosphere at will, the reason why she stays is complex, mostly she has a personal interest on keeping an eye on Infel Phira's new admin, but she has also a personal interest in Cloche's well being and her fucked up mind.
Croix realize at one point the true nature of Infel but after she assures him she has no intention of ever harming Cloche, both her and Croix kinda ignores the issue and have a truce and cooperate to heal Cloche.
