hmm, in the corner i was canceling my bullets out with a j2a, pretty sure that's what was stopping your jump out. you also can't high jump out of airtight strings or during blockstun, so inputting 28 during one of those will do nothing but leave you there looking silly. i think at least, i never actually 28 for high jumps, i use d8, which you can just hold. during blockstuns to make it go off whenever possible. not sure if that's the best/fastest method, but i learned that way, so meh.

Assuming you're green Youmu, you seem pretty new. Luckily white Youmu is really bad when it comes to defense and you can Dial A to victory. Deck selection and general tactics would suggest you're at Middle of Low tier.

Assuming you're white Youmu, you have some potential with the reads and her setups, but lack combos and you leave yourself open to a lot of punishment. Also, it would help to learn some basic guard crushing to get through greenmu's turtling. Deck composition and tactics would suggest Low end of Low tier, but with potential.

3 Phosphoric Slash (Purple Rings)
3 Strange Half Body (Myon Machine Gun)
1 Runpast
4 Greensword
1 Super Runpast

1 Pink Pillar
1 Super Crescent Moon slash

The Crescent moon slashes are there just to get it to level 1, for its startup invulnerability. You can use it on wakeup to stop people from standing over you, and blaze through some easily readable attacks.
Purple rings are there for the sole purpose of canceling Youmu C/2C. Reflectors can do this too, but purple rings are much faster at it.
Myon Machine Gun is the only skill card that she can use in the air, so it expands her versatility. I bring these because I find Youmu's air game to be one dimensional.
Runpast and Super Runpast, just dash at the opponent and press A to kick them, and then follow up with the runpast. Cheap and effective. Regular runpasts are also good for dealing quick damage in Typhoon weather.
Greensword is in my opinion, Youmu's best card. It does huge spirit chip, guard crushes low blockers, a ton of damage on connect and is cheap to use. Finish combos with them.
Pink Pillar is Youmu's reversal spell card. It used to be amazing but in the current patch its only alright. Use it to punish other people.
Blue Sword does massive amounts of damage and is ungrazable. Ridiculously slow so you use it when the opponent is vulnerable or at the end of certain combos.
Super Crescent Moon Slash is for catching low air grazers and punishing gaps in people's combos. Mash the spell card button when they are meleeing you and you might get lucky.
Cherry Blossom Runpasts. What can I say? I gimmick whore these. It's very satisfying to guard crush or crossup with them, but you probably won't catch the opponent more than once with it.

Get yourself some combos besides dialA. Some basic blockstrings too. Knowing the cancel chain will help you. Don't mash. Know when you have to block. Also approach from the air once in a while. You are goddamn Youmu. Cover those approaches with B.

For your deck, you can do what you want. Take some damage cards. You should know at least one way to combo into it, even if it's just 5AAA.
Maybe a reversal or two like the pink pillar and that 3-card. Try out some skillcards. Youmu's default ones are not bad, but the alts are worth a look and you can always level them up.
If you still have some cards left, put some system cards like bomb or hangeki in your deck. Classic choice, but effective and easy to use.

I wouldn't recommend cherry blossom runpast at all. As you said, it works just once. Simply holding D8 will get you out of every possible setup with it.

Yeah, Cherry Blossom Runpasts are a terrible idea but there are fun ways of using them. Realistically, it'd probably be a better idea to replace them with more pillars and hangekis but I use them for entertainment purposes. I don't use normal runpasts except for the express purpose of kicking into them, and maybe spamming them during typhoon. Midscreen, she does like half the other characters' damage, she has shitty pokes, and none of her attacks graze. She's just fun because of that amazing feeling you get when you do put someone in the corner, like you caught a fly out of midair and are slowly crushing it in the palm of your hand.
