Probably. But it would depend on which context the importance is in.

Come to think of it, there isn't a lot of information on what Meiling really is, nor a lot of fan theories. Yours is the fourth I've read thus far.

Does anyone have that comic where meiling is guarding the gate and over the course of the day a bunch of people misname and mistreat her?

Well Youkai exist due to purpose/meaning. They're the nature of things. By embracing that nature they tend to grow strong, and abandoning it tends to cause them to fade away.
That's why you have a character like Parsee who guards a bridge and embodies jealousy, she's always looking at the other side.
But going back to Meiling, I imagine it is self serving, as all youkai are. So if she had a child of her own to protect or something, she might go into mother bear mode along with becoming a more powerful/"embodied" youkai.

As an addendum it always seemed to me that Meiling gets weakened by the fact she guards such powerful beings. A youkai of protection for such powerful persons holds little meaning.
I've always wondered what would happen if she took off on her own, maybe becoming the guardian of a human village who treated her well, fed her, relied on her. Would she gain strength and be able to resist her old employer coming to retain her?

Not quite. Meiling is still the top gate guard around, and she's quite a valued member of the household. Just she's poor at danmaku and her martial arts aren't very useful in a place where everyone flies over the gate anyway.

Either way, Meiling really gives off the air of retirement. Does Tai Chi Chuan in the mornings, naps at lunchtime (Both canon) and metaphorically tells the kids to get off her lawn all day. Sounds like an old man.

If nothing else, consider this: Patchy goes off at her for reading 'Nothing but manga' and 'Not thinking enough'.

She's saying this to a woman who reveals after defeating Tenshi that she has an intimate knowledge of Chinese Classical literature. And yet now she's reading manga to pass the time.

The usefulness of one's power doesn't matter very much. Youkai in their elements tend to gain power and "sustenance" for lack of a better term.
Suika gathers things for the sake of gathering, whether it be for a party, or just to gather gossip. Patchouli accrues knowledge because that is her nature, she grows stronger and exists for it. Her thirst for it transcended her humanity.
Though it is difficult to apply the theory for "racial youkai." Reisen for example is not a youkai born of nature.

She is youkai since she is a supernatural creature, but at the same time she is not since she is a plain physical animal of a distinct species.
Similar to how oni can be either both oni and youkai at the same time, or just oni.

Reisen is just a rabbit, perhaps one that lived far too long or was affected by the magic that makes the Moon Capital possible. Moon community was founded by Earthlings, so moon rabbits are just plain rabbits just like the so-called "aliens" are just human.

There's a story quite fitting your interpretation, though. As it happens, a monk comes upon a weeping oni. Baffled by the sight, he drops his guard and asks the demon why he cries, for the sight is certainly unusual. The oni replies that he was once human and was done wrong by another man. After his death, his desire for revenge has brought him back as an oni, and he had continued his feud with this man and his family until recently, when the oni had slain the man's last descendant. The monk asks the oni whether he cries because he regrets what he has done, now that he isn't blinded by his former rage. The oni says no, he's crying because with the opposing family dead, he has nothing to do. His revenge plot had become his raison d'etre, and with it fulfilled, the oni was left with nothing.

There are other such cases where an emotion overtakes oneself and causes one to turn into a demon single-minded in purpose, like Kiyohime or this guy (though unsuccessfully. ):
