Rosa is the culprit, George is an assistant and is using Shanon who he has been abusing.

Rosa needs money badly and her treatment at the hand of her siblings growing up has made her hate them. She sets up the Beatrice myth using Shanon through George. She intends to find the gold by making the survivors of the first twilight find it for her.

The reason George is assisting her is because he has grown to hate Battler, since he was close to Shanon in the past. His anger led him to abuse Shanon and brainwash her, the part that loves Battler still exists as "Beatrice" however Shanon works only for George. George's madness over Shanon has led him to put a bomb in the mansion. "If I can't have Shanon, no one will." Maria is also being tricked by her mother and Shanon and she has been the one with the envelopes the whole time, conveniently hidden in her purse.
