Can't speak for them, but I think the problem is that generally, unless you're in a particularly lucky situation, working is less bother than convincing someone to give you free money, and all the energy you have to spend on making ends meet when you get so little money. The government won't just let you tell them that you're afraid of people and put you on welfare for the rest of your life, usually you have to regularly report steady progress towards being able to work again. Any good welfare system tries to give you incentives to find steady employment and get off welfare as fast as possible, which basically means making being on welfare so horrible that you'd prefer to have a job.

You should be able to get a couple years of Welfare(Assuming you live in the united states), just by applying. You'll probably have to at least make a show of seeking a job. If you can get diagnosed with some disorders, that'll probably help you extend the time you can receive welfare, as well as potentially relieving the jobseeking/training requirements. Been a NEET for 4 years, then got given an 9 month 'placement' Job.. finishes in november.

To be honest, its weird, and a kick in the pants now i know i don't want a job. at least, i don't want the gruel of getting up at 5 or 6am and fighting through the world to get to work, only to be bored stupid for 7 hours.

For the first few months i almost self destructed from depression, actually the only reason i'm still employed is because i have a massive guilt complex and pressure from my family.
