Reisen probably looks her age, while Tewi is over 1500 years old. She's older than the Hakurei border. Apparently it's because she takes really good care of herself.

Also, a note on Reisen's ears. They're real. The buttons or tacks on them seem to pretty much function as military dog tags or rank symbols for moon rabbits, considering she's not the only one that has them. She can take them off, but probably stays fully dressed in her military uniform (including the buttons) because it's either the only set of clothes she owns after fleeing the moon or that's just what she wears while on duty. She is Eientei's primary line of defense, after all. If you pull her ears and think they're fake you'll probably end up hurting her.
