I have seen some equally bad fanart in the pages of Japanese animu and vidya magazines. Like images that if posted here people would think they weren't Japanese even though they are.

However, it is true that on average Japanese people are more skilled artists than in the West (particularly America). I just looked on google for a random example of good european art, proper stuff not cartoons, and yet every fucking page has some reference to either Japan or Asia listed as one of the artist's influence.
Anyway to continue with the generalizations, Japan does with art (cartoons) what they do with everything else. They take the innovative concepts of western culture, then make it mass produced to a better standard.

A proper art curriculum in every school and their smaller population gives them the edge over the 'West' in terms of average artistic talent per person, that's true. The average elementary school kid in the US would probably lose spectacularly to Japan in an art contest.

I wouldn't go as far to say that their best artists are on par with ours though. Most of the artwork from Japan which we've been exposed to lies mainly in the digital realm, but how about recent artwork done in the traditional style?

Back in high school, they never actually taught you how to utilize pencils properly before moving on to other mediums. You literally spent about one week fooling around with pencils, then spent the rest of the year messing with painting, pastels, and charcoal, even though not a single person in the class knew how to make good pencil art.

Also one should also consider in the amount of artistes in jap in compare to the US. Camparing total popular artwork that been produce in japan and the US the general level of jap art is better than the US or many other countries.
Look at the level of devinart for example and compare to the level of 2ch.

There are just as many excellent non-Japanese artists as there are excellent Japanese artists. But the problem is that we tend to only share the good stuff from Japan, while at the same time we give lots of e-peen to the crappy Western artists. The attention of the internets are drawn to these horrible artists instead of the great ones, thanks to our trolling. In fact, I think it is OUR fault that devianTART is associated with bad fanart when in fact it not all of them are bad.

Not just Japan -- most of Asia, including Malaysians and Thai all have this same art blood flowing through their veins. I think it might in part be due to the fact that their alphabets are a lot more complicated and have to be more intricately drawn. It really trains the fingers. Those Asians that CAN'T draw are clearly genetic failures.
