Is Mokou the weakest Touhou?

Mokou "dies" after each spell card. You can see her sprite begin to explode, like the other Touhous do when you defeat them at the end of a stage. Since she's immortal, however, she comes back to life. Still, she is shown losing after even her first spell card, while even Stage 1 bosses usually have more than that, and even more depending on what level you're playing on - and Mokou is an Extra stage boss.

Also she was born a normal human, she developed the power to create fire (but not exactly control it) a few centuries after becoming immortal, so she basically learned how to self combust. Mokou is exploding into bits of burned flesh and resurrecting every time she uses a spellcard against the teams.
