The alignments seem a bit distorted in Gensokyo. Even the neutral people have good tendencies, and "evil" tends to just be a measure of selfishness, as even the most "evil" characters would hardly consider doing much of anything we would dub "evil", like murder.

Every single named character is Lawful Good in gensokyo and anyone found to be evil would immediately be dogpiled on.

"Evil" and "good" are really just measures of selfishness vs selflessness.

Example: you throw some trash in the trash can near the street. You miss. You notice there's a few other pieces of trash that missed, which other people probably threw too.

Do you:

1) Put all the trash in the trash can? (Good)
2) Pick up just the trash you threw and missed? (Neutral)
3) Say "fuck it" and leave it there? (Evil)

In D&D world, evil and good are very real forces. It's not a question of morals, it's a legacy of when role play was really like a fable so there really were good guys and evil guys. Of course, decostructionism and all the latest stuff kinda made this view moot.
Either use it or don't, don't try to invent explanations trying to fit something very old in a modern context.
