Most loved is hard to say, since even though there's some Touhous that get more attention than others it doesn't mean they are loved more. Also, I think OP is kinda off. Both Parsee and Hina are quite popular with /jp/ and get posted a lot for different reasons.

Parsee shouldn't have any pairing, mainly because she don't want anyone with her. Why? Because just like Koishi Komeiji have her philosophy of a hated person (As of everyone hating her, and it it's the people fault, not hers), Parsee have the philosophy of a person who have nothing, that is, no matter how much she have more than everyone, she is still jealous of everyone, because she will always see something she believe she don't have. (thus resulting on her being agressive and trying to get it from you).

If I remember correctly, canonically she is always jealous, and jealousy is most of the time mental, so Hina wouldn't be able to take it from her, as it isn't a curse or misfortune, and it would only make Parsee mad to kill her and such ("Damn that girl, she isn't affected by any curse, what a bitch, and she keep showing off").

Yuugi is bearable, since she wouldn't be understanding Parsee as a Oni is most of the times drunk, and since Yuugi likes anyone who is strong/violent/aggressive, no matter the attitude, I guess the "love" would be unilateral. (I had a comic here about Parsee being taken by Yuugi, thrown in a barrel and then Yuugi fall asleep due to drunkness and Parsee gets stuck in the Barrel)

Canon Yuugi is not all cool with everyone though, in fact the Oni and the underground city is very selective of its inhabitants. Parsee is just one of the youkai that will not be allowed in the city do to her dangerous power and unlikable personality and is stuck in the equivalence of a suburban ghetto. Hell, Yuugi talks major amount of shit about the inhabitants of Chireiden, who we already know from most of the dialogue in the game are extremely hated and only tolerated since they do the dirty work .
