She has one of the best skillcard sets in the game.
Default 623 is defensive, Busky Sweeper is serious combo extension, Stellar missile is good area denial.
Default 236 is good clearage, Narrow spark is damage, Green spread is setups/area denial.
Default 214 is good comboing and graze punishing, broom cannon is good for combos/ranged attacks, and up sweeper is great for air combos.
But default 22 and the recycled bomb are awful. Only devildom pots are good from 22.
She has the most useful skillcards/spellcards of just about anyone.

It's possible to set up crossups with aerial 22, I don't think it's completely worthless.

Personally, I rather like alt. 214 Radial Strike. It's a lot safer than Broom Ride and does almost the same thing, other than not being able to punish graze

From my experimentations it sure as hell seems pretty airblockable.

As for your questions, nope, airunblockable as far as I know. Easily RGable, though I mess up every now and then. Still in Japan, just everyone's studying for tests and so they aren't here to take up all the bandwidth.
Also yeah, you kind of get that when you have a zoning character versus another zoning character. You shoot out stars, I send out chibimai, repeat.

But uh, if you're serious, for future reference just keep in mind that if the other player hits esc first I won't hit any buttons whatsoever until they do what they're going to do, so you could do that, hit up replays, whatever, as long as you don't, say, do something goofy like try to do that after I hit my esc first because when I do that I always know exactly where I'm going. Well, I'm not too sure what it means in Hisoutensoku, but in other fightans like Blazblue and SSFIV, most people consider troll characters to be low-mid tier characters with annoying attack properties or damage.

So, I'm assuming that Utsuho is a troll character because of her high damage output and easy mode combos.

No, Utsuho is troll modo because she has a couple bullshit attacks with high priority, range, damage, and most of all SPAMMABILITY. Some of the cast have a good way of dealing with spammy Utsuhos. A lot of others don't. Playing one of those others against Utsuho feels like a fuckin chore.
