The All Ages versions have no sex scenes but they are not replaced by anything so you have a guttered version, people realized that and since there is no extra content there is no reason to buy it over the "+18" version.

If they want to sell then, they should do what the Japanese companies do ... limited editions with some extras with a higher price tag.
