The question is this: why given an insincere compliment if it wasn't asked for? Unless the person asked "how's my Japanese?" there's no reason to compliment his speaking, and even if he asks, it's a disservice to lie and deny him the chance to improve.

Even if you did grow up in Japan and can speak the language fluently, as long as you appear foreign, it's expected to get a compliment like this if they're impressed with your ability to carry on a natural conversation.

Also BS. My family is from Taiwan and can fluently speak Japanese, along with many other Taiwanese people I've met. Koreans are able to learn Japanese easily because of similar pronunciation, but still have difficulties breaking bad habits from their native language.
