Where did you get that? All we know is that Arcueid and Altrouge got into a fight and Altrouge cut her hair, that's all. Getting a portion of hair as a trophy does not = beat, taking a portion of hair while Arc's guard is down or distracted still works. Also, it is a good thing to note that the 17th incarnation of Roa was as powerful as the original, so Arcueid not only defeated one but two enemies powerful enough to defeat Altrouge. We don't know if Altrouge defeated her, and it is also unlikely since Nasu stated that Arcueid was the strongest character in his works.

Also, the battle was after she tasted blood, and after Roa stole a portion of her powers, but the quote doesn't say that she lost, right? Arcueid is said to be more powerful than Void Shiki and the True Demon. Demons are effectively Gods and they do whatever the fuck they want, do you know the second when you call "nothing" "nothing" it becomes "something" right?. Yeah well Demons completely erase that rule and erase you into nothingness, and they can also pull of True Magic as if it were Thaumaturgy. Despite all that Arcueid is still ranked above them, no one aside from the Types can even come close to that kind of power, let alone a shitty Dead Apostle Ancestor.
