I think those boots would complement a lot of clothes nicely. They just need long legs to look fine (like in this picture), but that goes for most boots anyways.

I am often in russia and females there quite often wear dresses in summer, a bit less in moscow bit they are a common sight in smaller cities like Rostov.

As a modern German I've got to tell you something quite important.
The modern generation of Germans are definitely not Nazis.
Even generations befour ours were not completely indoctrinated by Nazi idiology. That may be different from what you heard but is visible from the aproval numbers of earlyer elections of the Reichstag.
If you take a look at them, the NSDAP startet with a small aproval and the enormous aproval lates later startet after they gained enough influence to opress people and ignore the democratic system.

So much said, I still got to hornestly tell you that we despise Nazis but no matter how democratic, tolerant and freedom loving we might be:
