I can't remember which company, but one of the generic shitty controllers actually pulled off a pretty decent first timer's stick. I remember it being SF4 themed.
And supposedly, that particular stick was really easy to replace parts.

It's okay if you mod it and put in a real Seimitsu stick. The parts it comes with aren't very high quality. You'd be better of with a Saturn pad if you don't want to mod or get a more expensive stick with quality parts.

What you want (for shmups) is a Seimitsu stick, probably some LS-32 variant. Just check Google for some guides.

Sanwa sticks feel more "loose" whereas Seimitsu is more "tight". Loose is good for fighters where you do circles all day but for shmups you often need fast/precise movement so a tight stick is better.

Then it's a bit more difficult. There are people who play shmups with Sanwa and people who prefer Seimitsu for fighters. My personal recommendation is Seimitsu but then again I don't play fighters much (though I do play other games with my stick as well).
If you want to get a Seimitsu you might also want to buy a round restrictor/main guide for fighters but it's not a must.

But really, you should just google around a bit for modding howtos and different stick manufacturers and especially the casing to find out what's right for you. Also a nice read: http://slagcoin.com/joystick.html
