In anycase, Reimu provides a key service to Gensokyo as the main enforcer of the peace, she helps maintain the balance and reminds Youkai on a day to day basis they aren't free to do whatever they like. Without Reimu around they may get ideas, think of the humans as weak and act up on their nature.

Youkai are monsters, Reimu is a monster hunter. They should be thankful that now the spell card system is in place they can cause trouble without getting into a lethal confrontation with the Red Menace.

From what we can see in a games, there are about as many evil youkai as there are evil humans, and Reimu only comes across a few of them, making what Reimu does equivalent to going on a rampage in an area that sometimes has crime take place in it and killing everyone she comes across, male, female, young, old, even children.

Probably because she's lazy enough that she doesn't actually DO anything to the powerful youkai she defeats. She defeats them in spellcard combat, and then they're like 'Okay, now what?' and she just goes and has tea or something. In the past it seems standard operating procedure was to seal them away somewhere remote (Yuuka, Byakuren) but everyone who Reimu has defeated is free to leave with a slap on the wrist. But if you're not a 'powerful youkai' you never appear in the series again and sometimes don't even have post-battle dialogue, which to me seems to imply that they didn't survive the encounter.
