Obviously, ZUN's Higan is much more bureaucratic than just that. Bearing that in mind, and even taking into account the possibility that Yama is a title that can be awarded to mortals who have died under certain conditions, most probably the individual (Shiki Eiki) is fallible but the authority of the position (Yamaxanadu) is not.
