Deep breath, well basically the mikos of the hakurei shrine are tasked with guarding the borders of the two worlds. But since they are human they will eventually die, but the shrine will always need a guardian of sorts, so when one miko dies their power simply passes onto another person who becomes the new miko.
The new miko is essentialy a different person but that miko will always be "reimu" as her power is always passed down to the next miko. The personality and memories may differ but it is still "reimu".

It is kind of like what roa did in tsukihime, or even what rei from eva was like.
