It's just my guess, but meta threads do fall under the "otaku culture" stuff, because it's about the otakus.
A janitor can intervene if the thread is blatantly OT or break the rules, but as long as it falls under the area of vagueness protected by the board title/what is considered relevant content here, it stays.

One problem, this thread has nothing to do with Otaku Culture. Reread the OP, all it has is an edited picture of AoC's have a nice day meme. This thread should have been deleted on contact. Also, just because our name has otaku culture in it, does not mean everything otaku belongs here. (Tentacle rape, Jr Idols, and Naruto to name a few.)
