No. The only character in Touhou canon described as "lazy" is Iku Nagae.
Komachi is a slacker. She takes breaks and procrastinates. When push comes to shove, she works hard, and claims it's due to her 'strategic efficiency breaks'. She behaves like she's always on vacation.
Iku is lazy. She never does anything more than she's told to and never goes out of her own path for anything that costs effort. She behaves much more like she doesn't want to do anything.

That's still fairly recent though, give it a bit of time.

If I recall, directly after MoF, she wasn't really acknowledged much as a moeblob, and there's still a good deal of people that view her as being a bit serious.

Give someone a visible weapon in this game and they become either moeblob or super serious. Swords tend to moefy characters for unknown reasons, though.
