Most of the stage 1-2 bosses like to cause harm for selfish reasons. I guess that's kind of evil.

Many of the youkai also eat people as long as they're not Gensokyo residents.

Not one who does stupid deeds like beating the shit out of them as a last resort to keep them from getting somewhere or because it's their job to do so,
not one who just acts kind/awesome and sociable,
not one who we just default to understanding as a good Touhou

I'm looking for one who willingly and actively strives to do good deeds for the world and/or for those around her for the sake of being a good person and without any inherent benefit for her and only gets into fights for self-defence or not at all.
