Wrong. There was a study done by a group of people in #Mahjong. The game randomly assigns a luck factor to every IP addressed based on some random protocol. If it's above a certain threshold, you will always get good tiles (doesn't mean you'll win; it just means you'll get good tiles), and if it's low enough, you'll never get the tile you need. It's been proved time and time again that luck plays a major factor, and if you don't have the luck, you need to just quit Mahjong completely. No amount of skill is going to help you if you get nothing but garbage tiles and some scrub who barely knows how to play has all his yaku and dora tiles in his hand right at the start.

Would it choose +34, +61, and +98 because they are the highest, or would they choose -18, +98, and +12, since they are in a row?
