So, seriously, Okuu's suns are probably the worst bullets in the series. In one spell card (the rotating suns) you can go completely inside the suns and they won't hurt you. In the next, they have a huge deceptive hitbox that'll hit you even if you're sure they didn't touch you. That's why I like egg and arrowhead bullets. You know you can graze the edge of them and they won't hurt you. Been like that since EoSD and everyone still knows exactly where the hitbox is. Consistency. Okuu can't even stay consistent within the same fight.
