Find Touhou pictures you like. Draw them over and over again. Make sure you try to make your lines exactly the same as theirs and take it slowly. (Also, you're probably going to have to read a book on perspective at some point no matter what)

Mainly, start working with proper proportion. A teenager is about 6-7 head tall, an adult is about 7-8 head tall. Pay attention to your limbs. They are not perfectly straight sticks, arms and legs curves in and out. Note that your arms don't fold like tube, they fold with a crease.

If you grind enough/grind seriously, yes. You also gotta take in consideration on what you've been gaining experience on though. Yes, start with simple things, master them and then move on to harder stuff, master that, etc.

Also, learn to DECONSTRUCT. Look at images you like, and figure out how the artist created it from scratch. For example, with clothing, remove layers of the clothes in your head and get an image of the body and first layer of clothes in your mind. Then add on layers until you get what the artist arrived at.
