Steam games that aren't from Valve (Valve ones are packed) are basically only using the Steamapps folder instead of the program files folder, original executable and all. So you can mod them as you please like you'd mod the regular retail game.

i remember being Shikieiki and "judging" everyone in my path with a knife, damn, GTA SA is fucking fun with mod, too bad the master spark mod is unlimited, because of this i use it against cops instead of running away from them, or i remember using Youmu to call some gangster from the family because she was green too, raiding the ballas in a car and using a katana against them, Youmu at this moment was a hardcore gangster, i think i should reinstall just for touhou mod again
