There was another question about "most powerful character in your works"(excluding Servants and Types) directed at Nasu. This is for all of his works: Fate, Tsukihime, Rakkyo, DDD. So anyway, Nasu basically had it like this.

Even the "third personality's" reality altering abilities can't match up to the scale of Arc's world altering ones. They're supposed to be counterparts after all, Arc with Gaia and "Ryougi Shiki" with Alaya. In terms of powerlevels, it should be something like this: Types > Archetype:Earth > Servants > Shiki(3) > Primordial Demons > other characters.
