As a guy with a masters in political science I can tell you that is racist. Black crime statistics are a result of segregation through stuff like economics in the community and education as a result of how the majority white government or corporations treat them. If the black population could have equal access to education and employment opportunities they would be just as well off as white people. Unfortunately they're discriminated against and as a result suffer in poverty and crime, resulting in millions of them being incarcerated and suffering its ill effects, be it prison rape or the slim chances of escaping the life that brought them there in the first place.

The sooner we stop looking at it as black and white and simply improve the social conditions for minorities, the better it will get for all of us on a whole.
