Fundamental to Catholic doctrine is that definitively saying anyone is or isn't in Hell sans divine revelation is heretical, that anything can happen between the moments of dying and judgement, and that people choose to go to Hell and remain in Hell. Yeah and it would fit with the Buddhist ideal of guiding evil spirits instead of banishing them.
My slightly more charitable view of it all is that Hijiri started on her journey out of fear and vanity to live longer, so probably did some things she's not proud of to obtain that, and slowly discovered that maybe it's actually the case that Youkai nature isn't immutable or them being enemies of humanity is a lie.
But at that point she'd still have the sins she committed prior, plus the fact that it was probably advantageous for other Buddhists to keep Youkai as enemies, people who probably knew better how to sway humans against her, some of whom probably had very real reasons to hate her.
Hijiri did the right thing for the wrong reason, started doing it for the right reason, but until she accounts for her past sins, she'll still be a vain hypocrite and will never achieve co-existence.

Yeah I feel like a lot of people really miss a core tentpole of pretty much all the characters in Touhou in that you cannot trust any of them. Every leader character is a selfish and opportunistic being that will always put their own (and maybe their groups) gains over anything else, and not even because they are evil but because it’s just a core part of Japanese mythology/history.

The youkai will manipulate the humans because they need them to continue their existence, but otherwise they have no loyalty to them or even each other. Every group fights to put themselves ahead. WaHH/HM and points out that despite their beliefs they are all basically the same type of person who just wants money and power, and will use the villagers in any way to achieve that. The only way to win in Gensokyo is to win the game, or just not play at all. There was a Touhou station stream this year or 2023 I don't remember exactly where they specifically asked overseas Touhou a bunch of questions not disimilar to the popularity poll, with a question regarding people's favorites. It gathered a few thousand voters.
Although only the Top 10 was shown in a following stream, it showed a few differences with the popularity poll's Top 10. Yukari & Utsuho made the Top 10 while neither Scarlet Sister made it. I'd say the results aren't too farfetched. I see more people that still cling to Yukari and Utsuho has wide appeal while western puritan autism & a slightly older fanbase (VERY slightly, as in Touhou is an Internet reliant phenomenon in the West as opposed to its size in Japan which can attract literal kids & questionnaire stats show kids love Flandre) hold back both Scarlets.

The last thing I remember them adding before I quit was Alucard from Hellsing , they even got his English VA and a weird, static head for him. The first person view didn't look half bad, but fuck if I'm giving them money. Shredder from TNMT was before that (No clue why they wouldn't, you know, use Casey Jones?)

I'm sure they're just, you know, hiring people to do whatever seems like it would make them cash. Small things like the missile code are just the result of a blessed human artist deciding to do something he probably knows wouldn't be caught and if it was couldn't be traced back to him. Not too different from the vtuber reference in doom 2016's title screen that DID get wiped after it was noticed.
