Reisen's power is far more useful. Works on more things, she can actually choose what illusions she wants to create, she can jam other people's powers with it... she's really pretty damn powerful. Easily on par with Sakuya.

If you're talking F/sn Medusa, then she doesn't even need to make eye contact, she just needs to look at her opponent. However, her mystic eyes only immediately petrify opponents whose magic/mana rank is C or lower; B-ranks may or may not be petrified depending on the situation, and higher ranks will only be slowed.
