If we used the size of everyone's sprites to judge character height things would be even more screwed up then they are. It's only so big because it needs to be for extra detail (often the case with a end boss, you want them to be detailed)

the best you can do with these sprites is try and work out their height based on their relative proportions, that is how long their legs are and the size of their heads and the like. Even then, I wouldn't trust ZUN to get it right but what the hell, it's the best you can do.

Ultimately, it doesn't matter that much, Shikieiki as a short flat girl is only done as a over-exaggerated joke.

If you look at the ZUN sprites, you notice that he just drew the portrait and scaled them down to sprite size.
The PoFV/StB sprites (the ones Alphes supposedly helped with) are all drawn to the same scale. Shikieiki is still huge. (You can still argue, that they aren't canon because ZUN didn't draw them)

It depends on how anal you want to be about it on this image. On one hand you could accept it as 100% canon DO NOT QUESTION ect, or you could argue the artists grasp on proportions and perspective, or rant on about how ZUN didn't even draw the endings in PoFV or just accept that it really doesn't matter.

Personally I've never had a problem with short Shikieiki because it kind of works as a nice element to her character if it was included; that is a arrogant on her high horse character literally cut down to size and a little conscious of it. Of course, that's all fan added, but the reason it's popular is because it works well. Getting pissy about it seems to be the in thing.

Shikieiki is unbending on her beliefs because she has to be, but because of it she interfered with everyone because they don't submit to her standards and did so outside of her usual job. Rather then simply leave them to their fates and deal with them on death, she tried to lead them on the right path (through kicking their ass, Touhou style) and teach them a lesson, no one really wanted it.
